Situation:
In the Public Display Indices, an exhibition or publication only renders if there is an published artwork linked to it.
Complication:
Some of the exhibitions and publications we will want to include do not have an "included artwork." In the case of exhibitions, this might be because we know there was an artwork but we cannot identify it. In the case of publications, there may be a review of a show or a biographical article on the artist, that is important to include but does not include a discussion of a specific work of art.

The fact that the bibliography is created based on art event data will pose problems in the long run. It is safe to say that there will be occasions where one wants to add books to a bibliography based on criteria independent of the paintings discussed.
The association could, e.g., happen on the Agent discussed.

We should enable having additional (unreferenced) entries in the indices, because a bibliography or exhibition for an artist usually contains the most important publications/exhibitions, independently from whether they are actually mentioning a public artwork.
