Add Signature filter in Artworks

Allow administrators to "bulk publish" all the public artworks within a certain artwork set.

Problem: Notes are part of published records, but they sort by last edited, which creates a random order Solution: Implement drag and drop functionality to allow creating the desired sequence

Display linked media and archive sources accurately and allow granular management over publication media. Enable users to clean up data autonomously and confidently, resolve incorrect dependencies to media.
